Meet Our “Remnant Lot”

1711 Kanapuu Drive is the “remnant lot” or leftover piece of 36.89 acres of private property that was once a large cattle ranch. It is not now and never was government land or public access land. A little more than 6.6 acres lies within the Urban Land Use District and about 30.2 acres lies within the Conservation Land Use District. Please note that just because a property is within, or partially within, a Conservation Land Use District, it does not change from Private Property to public access land as some people mistakenly believe. The property is within the lowest level and least restrictive level of conservation land use, called the “General Subzone”.

The property rises from approximately 80 feet above mean sea level to approximately 360 feet elevation. It contains a network of previously graded ranch roads. MDHE LLC maintains a portion of the roads for pedestrian and 4-wheel drive vehicle access. Vegetation on the site is typical of former pasture, dominated by introduced plants and animals. A Biological Inventory confirmed the property does not contain any wetlands or sensitive ecosystems, or rare or endangered plants or animals, or any native dominated habitat. A Cultural Inventory Assessment revealed that no native Hawaiian practices or cultural activities take place on the site. Several Archaeological Assessments of the property during the past four decades revealed no significant archaeological sites within the property.

Between 1981 and 2003 most of the cattle ranch was developed into the Kailua Bluffs subdivision and sold as vacant lots, or lot and home packages. The original developer Lone Star Hawaii, Inc., planned to construct two more cul-de-sac streets containing approximately 16 additional homes on the remnant lot property, however they stopped doing business in Hawaii before completing these additional phases of Kailua Bluffs. The property was sold to another developer who held the property for future development  . When this developer changed plans, the property was listed for sale on the open market in three different years, with a reduced price each time until it was eventually bought by MDHE LLC in 2013.

MDHE LLC is NOT A SUBDIVISION DEVELOPER and has no plans or proposals to subdivide, rezone, or build multiple homes on our property. Please know that approval of our Conservation District Use Application (CDUA OA-3818) will ensure that the property only has one owner occupied home built and is not further subdivided. MDHE LLC acquired the property in order to build a home in a location that meets the specific needs of our disabled family member. We plan to leave 99.7% of the property in Open Space in accord with our master Conservation Plan approved by the Windward Oahu Soil Water Conservation District, and our Forest Stewardship Management Plan approved by the Division of Forestry and Wildlife (DLNR DOFAW).

Although our land borders 81 Kailua Bluffs and Keolu Summit homes, the “neighborhood” for 1711 Kanapuu Drive is not solely the residential area. The property continues to be part of a long term agricultural use area, bordering the DK Ranch and Stables on its’s south-eastern boundary. The property is adjacent to government and commercial uses, sharing more than a half mile of boundary with the Marine Corp Training Area Bellows, and several water tanks, cell phone towers and other communications facilities.
